BAKU, Azerbaijan, September 17. The 5th meeting of the secretaries of the Security Councils of the member states of the Organization of Turkic States (OTS), chaired by Colonel General Ramil Usubov, Secretary of the Security Council of the Republic of Azerbaijan, was held on September 17 at the Heydar Aliyev Center in Baku.
At the beginning of the event, Usubov read the address of the President of the Republic of Azerbaijan Ilham Aliyev to the event participants.
Warmly welcoming the delegations, the Head of State highlighted the growing international prestige and potential of the OTS—factors driving its transformation into a powerful geopolitical center—against the backdrop of proliferating traditional threats and new challenges facing humanity, and noted the achievements attained during Azerbaijan’s chairmanship. The address emphasized that Azerbaijan's Garabagh Victory has created a new geopolitical reality in the region and paved the way for the realization of the Zangezur Corridor, which will bring the OTS countries even closer together in economic, logistical, and strategic terms.
The meeting featured a report by the Secretary of the Security Council of Azerbaijan, Ramil Usubov, regarding the topics discussed at the event, attended by representatives from Türkiye, Uzbekistan, Kazakhstan, and Kyrgyzstan, as well as the Turkish Republic of Northern Cyprus and the Secretariat of the OTS. The report noted that, amidst complex and dangerous processes—such as global geoeconomic conflicts, wars, and the weakening of international law—holding these annual meetings serves as an effective platform for anticipating modern challenges and formulating joint responses to shared threats, while also making a significant contribution to strengthening security cooperation among the OTS countries and advancing their common interests.
Heads of the delegations delivered remarks on agenda items, including regional security issues against the backdrop of events in the Middle East, opportunities for national development in the field of artificial intelligence, and other topics.
The discussions included exchange of views on the implementation of tasks related to security issues—stemming from agreements reached by the heads of state of the OTS member countries, as well as the provisions of the Gabala Declaration signed on October 7, 2025.
