BAKU, Azerbaijan, August 17. The Azerbaijani Prosecutor General's Office has announced a search within the framework of the criminal case against three Russian citizens: journalist Ivan Knyazev, political consultant and media expert Semyon Uralov, and adviser to the Russian Minister of Transport Aleksey Chadayev.

This was reported by the press service of the Prosecutor General's Office.

According to the report, the Prosecutor General’s Office is continuing the pre-trial investigation of the criminal case initiated in connection with public calls for the forcible change of the constitutional order in the Republic of Azerbaijan, violation of its territorial integrity, incitement of national hatred and enmity, as well as public calls to terrorism.

In the course of the investigation reasonable suspicion was determined that citizens of Russia: a journalist and presenter of the Moscow 24 television channel Ivan Knyazev; Semyon Uralov, presenting himself as a political consultant and media expert; and Aleksey Chadayev, who works as a TV journalist and correspondent and serves as an adviser to the Minister of Transport of Russia made calls, for the use of violent methods against Azerbaijan, the forcible change of the country’s constitutional order and violation of its territorial integrity, as well as for the incitement of national hatred and enmity, while broadcasting “Clarity of Understanding” program on the “Semyon Uralov” YouTube channel on July 14, 2026.

The report noted that, in addition, the named individuals, while expressing views on the use of violent methods against Azerbaijan, including keeping certain individuals under the direct threat of physical elimination and their targeted elimination, made public calls for terrorism during broadcasting on the abovementioned channel on August 13.

In connection with this fact, the Prosecutor General of Azerbaijan initiated a criminal case under Articles 214-2 (public calls for terrorism), 281.2 (public calls directed against the State), and 283.2.1 (incitement of national hatred and enmity) of the country's Criminal Code.

On the basis of the evidence collected, Uralov, Knyazev and Chadayev were charged under those articles. As the said individuals are outside the territory of Azerbaijan, a coercive measure of arrest was ordered in absentia, and they have been included in the wanted list.

At the same time, the Prosecutor General’s Office of Azerbaijan has requested international partners' assistance in surrendering the suspects.

The Prosecutor General’s Office of Azerbaijan ensures that it will take decisive legal measures concerning any unlawful acts directed against the sovereignty, constitutional order and territorial integrity of Azerbaijan, in accordance with the requirements of national legislation and the international treaties to which Azerbaijan is a party.
